Originally constructed circa 1830, Waverly was the home of George Howard, third governor of Maryland.

Archaeological studies, structural analysis, and archival research were conducted before development of restoration plans could occur.

The improvements included restoration of the exterior, new heating and cooling systems, lighting, brick paving and landscape work.
